Position Summary
Job Description and Qualifications
Reporting to the EHSSQ Director, the primary responsibility of the of the Safety and Security Operative is to run the JIGPC Safety & Security Operations Room (SSOR) and ensure the Safety and Security Operations Room is in constant compliance with procedures, manage the safety and security emergency communications protocols, systems are functional, and responsible for accountability of personnel in the event of an emergency. Additionally, the Safety and Security Operative is responsible for ensuring all aspects of “Duty-of-Care” are provided both in camp and in region. The Safety and Security Operations Room (SSOR) is located in JIGPC Offices and manned 24 / 7 working shifts of 12 hours. The selected individual will work closely with Security, Emergency Response, Health and Safety, and In-Kingdom Support functions.
The incumbent will be responsible for promoting a culture of safe working habits, improving safety and security performance, implementing safety and security procedures, and driving processes in to assist with the implementation of JIGPC’s values. (Safety, Success, Simplicity, & Self-Confidence)
This role will interface and engage with all levels of the organization including engineering, operations, maintenance, projects, and functional teams as well as external sources on occasion. The selected candidate for this position must be self-sufficient, be able to operate independently, and self-motivated. Success in this position is dependent on robust interpersonal skills, sound judgement, having the ability to learn on the job, being able to comprehend and articulate procedures/policies, and strong organizational skills.
PRINCIPAL DUTIES AND RESPONSIBILITES
Specific Duties And Responsibilities Include The Following
This opportunity is for member of the JIGPC EHSSQ Team and supports the overall JIGPC organization.
Journey Management and Vehicle Tracking System (VTS): Ensure Journey Management Plan (JMP) and procedures are implemented. The Operative will track all movements outside the Jazan Economic City (JEC) and maintain the JM Procedures to ensure the safety and security of all staff on journeys to/from the JEC within the Kingdom of Saudi Arabia (KSA). Notify Security Advisor of all infringements. Initiating protocols such as the lost person procedure, the Operative will support the Security Advisor and IKS in the recovery or coordination of emergency services if required.
International Travel Tracker: Act as point of contact for JIGPC staff transiting into and out of the Kingdom of Saudi Arabia and worldwide. Notify Security Advisor and In-Kingdom Support (IKS) of notified changes to flight plans and/or airspace closures and travel restrictions from Cluster Administrator or the individual travellers to ensure that they are kept safe and secure throughout their journey. Ensure journey ‘legs’ are successfully completed and will liaise with IKS out of working hours journeys. Report discrepancies to IKS and Security Advisor.
Incident Management: Act as point of contact to support the project during an incident and respond in accordance with the safety and security emergency management procedures, as directed by the Security Advisor and the EHSSQ Director.
The Safety and Security Operative will be the focal point for all personnel travelling and will be available to support and offer guidance and act as a translator to communicate with local authorities ‘i.e., police, military, paramedics, etc, or if an employee be involved in a vehicle accident.
Monitor Local News and Events: The Safety and Security Operative will monitor all local news and social media channels and will alert the travellers and the Security Advisor to any significant incidents taking place within the region.
Fire Marshal: The Safety and Security Operative will serve as the fire warden for the office (T-block) and will account for personnel in the event of an emergency. The Operative will regularly check the serviceability of all firefighting apparatus within the office building to ensure they are operable. In addition, the Operative will test the emergency and exit lights on a regular basis to ensure that it is functioning properly.
Reports & Documentation: Provide a Daily Operations Security Report and maintain the daily JIGPC Persons-on-Board (PoB), maintain and distribute the electronic vehicle movements spreadsheet for the previous day by email and the Daily Occurrence Book (DOB) and log all activities. Brief the Security Adviser daily on shift activity. Monitor leave and plans for all employees.
Warden system: Act as the point of contact for and message initiator for the crisis and emergency management communication system, as directed by the Crisis Management Team (CMT) or Incident Commander (IC). Provide daily warden zone occupancy spreadsheet to all Camp Wardens and IKS. Maintain an updated list of Zone Wardens and assign replacements for absent wardens. Brief new Wardens on roles and responsibilities.
JIGPC Remote Warehouse Guards and Liaison: Required to monitor the Remote Warehouse and maintain a regular communication with the Remote Warehouse Security Supervisors to ensure the safety and security of all employees is maintained. In the event that there is a breach in security the Safety and Security Operative will contact the local police and will be the conduit between the police and the Security Advisors.
Access Control Passes and Visitor Process (including Silent Hours access): Responsible for preparing documentation for JEC Gate Passes and temporary passes to the JIGPC domains as requested and directed, in line with the established JEC Gate Pass Application Procedure, this includes maintaining a register of all visitor’s cards issued. Also, during silent hours, ensure all personnel are accounted for and have returned to Namariq Camp. Maintaining a log of all passes issued and notification when expiration time is within 1 month. Liaise with cluster admins for the collection of expired SA ID or IDs of personnel leaving on R&R.
Additional Duties: All other duties as assigned.
Education, Skills, And Experience
- High school degree is required with a bachelor’s degree in safety, security, or IT preferred
- Strong communication skills in both English and Arabic written & spoken.
- Excellent administrative skills
- Able to write reports and maintain logs
- Strong software Microsoft Office skills (Excel, Word, Outlook, and PowerPoint)
- Previous experience with Safety, Security, and Emergency Response
- Organised, disciplined, able to perform under stress and pressure
- Able to manage multiple priorities and parallel tasks
- Detail oriented.
- Works autonomously, reliably communicating upwards when appropriate.
- Professional, polite, and calm demeaner
- Excellent communication and influencing skills.
- WORKING CONDITIONS
The primary work environment for this role will be office based in the Safety & Security Operations Room (SSOR) and will be on a 12-hour rotational shift.
